THE EVENT: More than 65 senators and representatives milled about the Library of Congress's Great Hall in the moments preceding President Bush's State of the Union Address at a reception hosted by Atlantic Media. Senior Capitol Hill bigwigs and household names from lobbying, media and the Administration laughed and sipped cocktails before attending the speech.
